Emergency Management Agency (EMA)


When Disaster Strikes:


Captain Steve Dean, Director and/or James Bohnsack, County Board Chairman determine when the Emergency Operation Center (EOC) is Activated. The EOC consists of coordinated efforts between the following organizations:
  • Health
  • Local School Districts
  • Red Cross
  • State of Illinois Emergency Management Agency
  • Highway and Public Works
  • State Police
  • Sheriff's Department
  • County Board Chairman
  • Coroner
  • Emergency Services & Disaster Agency
Today's E.M.A. is designed to assist the residents of Rock Island County if needed during the following emergencies:
  • Natural Disaster
    1. Flooding
    2. Tornadoes
    3. Winter Storms
  • Nuclear Incidents
    1. Drills
    2. Training for Residents living in the Area
    3. Actual Situations
  • Local Emergencies
    1. Drowning
    2. Major Fires
    3. Mass Casualty Incidents
    4. Search, Rescue and Recovery (Land and Water)
    5. Biological Hazard
    6. Terrorism
E.M.A. will assist with any types of emergencies as requested by the First Responders. We provide disaster resources and should not be considered a First Responder.

All of this assistance requires a lot of hard work behind the response. It takes hours of maintenance, cleaning and testing of the equipment needed to respond to these emergencies. Our Agency is made up of two full-time positions and supplemented by a staff of dedicated volunteers. Due to work schedules, family commitments and other commitments there are times when we are very short staffed. We would like to have the public volunteer their time with out agency so we can be better prepared to handle akll of the above-mentioned disasters. There are many aspects to our Agency that one could be a part, including the following:

Special Events:

  • We deliver ballot boxes for the Rock Island County Clerks office during election time.
  • Crowd control or traffic for school events
  • Assisting with East Moline Fourth of July Run, Bix Run
  • Training for Weather Spotters and Nuclear Drills

Search and Rescue:

  • This includes all types of Land and Water Rescue. You would train with the volunteers as we strive to better our team.

Flooding:

  • Many hours of handing out sandbags and evacuating people from the affected areas of Rock Island County.

Many other activities make up our agency, including: Cooking, Cleaning, Yard Work, Maintaining Vehicles, etc., If you or someone you know would be interested in becoming a part of this program, please fill out the "Volunteer Form" and send it in to our office.
